STATUS REPORT
OCTOBER 1999



 

The Council of Academic Programs in Communication Sciences and Disorders (CAPCSD) has had an active summer and early fall and can look forward to a full agenda for this academic year.  There are many important issues impacting academic programs that the CAPCSD will address both independently and in collaboration with other groups.  The following highlight some of the Council’s activities.
 


We are pleased to announce the following new member programs since the last Status Report:

The Council currently has 238 member programs.
 

The Council of Academic Programs in Communication Sciences and Disorders is scheduled to hold the Corporate Business meeting in conjunction with the 1999 ASHA Convention in San Francisco.  Representatives and faculty members from all academic programs, both graduate and undergraduate, are welcome.  Please plan to attend on Wednesday, November 17, 8:00-9:30 p.m., in the San Francisco Marriott, Grand Assembly Salon 4, 5, & 6. The meeting will be immediately following the Town Meeting for Scientists/Researchers.
 


The Council of Academic Programs in Communication Sciences and Disorders, SID 10, and the Academic Affairs Board are co-sponsoring a Legislative Council Membership Caucus/Forum at the ASHA convention in San Francisco.  The caucus will focus on the impact of recent changes in HCFA regulations on student preparation and practicum placements. Caucuses will be scheduled by Legislative Council on Saturday, November 16, around noon. Watch the convention daily for exact time and location.
 


You should have received the most recent copy of the 1998-99 CAPCSD National Survey.  Our thanks to Linda Petrosino, Chair, and Information Exchange Committee Members: Jane Lieberman, Malcolm McNeil, and Roy Shinn for the numerous hours spent analyzing and responding to the data.  The survey is already available on the Council’s Web Page at www.capcsd.org thanks to Web Master, Maurice Mendel.  Additional hard copies of the survey may be purchased from the office: $12.00 for member programs, $25.00 for others.
 


The Proceedings are included in this mailing and we know you will appreciate the work of the Publications Committee.  Thanks to Pollie Murphy, Past-Chair, and her committee members: Rick McGuire, Colleen O’Rourke, and Wayne Swisher.  Additional copies may be purchased from the office: $12.00 for member programs, $25.00 for others.
 


An extensive report on final regulations of IDEA legislation has been compiled by Morgan Downey, our legal counsel in Washington, and was distributed to CAPCSD program representatives at the spring conference in Jacksonville.  Because of the importance of this document, copies were mailed to representatives not at the conference.  There are a few extra copies, available on a first-come-first-serve basis.  Contact the office if you are interested.
 

Past CAPCSD President, Kim Wilcox, has been named Executive Director of the Kansas Board of Regents.  The Kansas Board governs the six state universities and coordinates all colleges and universities in the state (37 public, 18 private, and numerous proprietary schools).  Kim formerly served as Chair of the Department of Communicative Sciences and Disorders at the University of Kansas. Congratulations Dr. Wilcox.
  There were 234 ballots mailed and 123 (52.6%) returned.  Resolution 1-99 was approved with 118 voting for the resolution and 5 voting against.  The resolution was as follows:

Resolution 1-99: Resolved: that the Council establish a working group to develop a plan for gathering and disseminating information regarding models and materials used to promote effective teaching.

A working group was appointed to work on an implementation plan commensurate with the charge of the resolution and will report back to the Executive Board at the November meeting.  Working group members are Patricia Hargrove, Ro Scudder and Jean Blosser.
 

A Conference call is being held this month with representatives of the Council, SID10, and the Academic Affairs Board to discuss collaboration in addressing issues facing academic programs in communication sciences and disorders.  A conference call is also scheduled in November among selected members of the Executive Boards of the Council and ASHA.
 
  The CAPCSD Executive Board met on July 16-17 at the Henry VIII Hotel in St. Louis, MO.  New Executive Board members included President-Elect Jerry Carney, Secretary Rick Talbott, and Publications Committee Chair Patricia Hargrove.  John Saxman joined us as chair of the new Ad Hoc Committee on Standards and Credentials (described below).  Gip Seaver attended as the 2000 Conference Chair and Ro Scudder represented KimWilcox.
 


 As stated in the report of the Task Force on Long-Range Planning:

No other activity impacts more on the activities of members of the Council than standards setting bodies in communication sciences and disorders.   Included in these groups are the ASHA Standards Council, Council on Academic Accreditation, Clinical Certification Board and Professional Services Board.  Also included in these primary standards setting groups are the various committees in the AAA.  Finally state regulatory and state education agencies impact members of the Council.

Consistent with the Task Force recommendations, the Executive Board has appointed an Ad Hoc Committee on Standards and Credentials.  John Saxman is serving as chair.  Committee members include Dean Garstecki, Harvey Gilbert, Paula Square and Gloria Weddington.  The purposes of the committee are threefold:

1. To monitor proposed or ongoing changes in accreditation, certification, and licensure in communication sciences and disorders.

2. To develop strategies for identifying, facilitating, and promoting active CAPCSD input into establishment or revision of all standards in communication sciences and disorders.

3. To develop a pro-active plan to ensure adequate Council representation on the ASHA’s Council on Professional Standards, Council on Academic Accreditation, Clinical Certification, and the standards setting body of American Academy of Audiology.

In his role as chair, Jon Saxman is also serving as our liaison to Standards Council/CCC.  It is anticipated that this will become a standing committee.
 


The 2000 Annual Conference of the Council of Academic Programs in Communication Sciences and Disorders will be Thursday-Saturday, April 6-8, at the Catamaran Resort Hotel in San Diego (Mission Bay), California.  Pre-conference activities will begin on Wednesday, April 5.  Gip Seaver (Conference Chair), Jane Lieberman (Assistant Chair), Jerry Carney (Board Liaison), and Mary Ambroe have planned an excellent program.  Make plans again this year to bring your clinic director.  There will be pre-conference sessions for both program directors and clinic directors and a “Swap Shop” for clinic directors is planned.
 

A CAPCSD Task Force on Diversity has been appointed with Harriette Gregg (Chair), Gerald Kidd, and Joel Stark.  The charge to the task force is to identify and catalog all existing Council materials dealing with the topic of diversity and to organize these materials for dissemination.  The task force was also asked to offer recommendations to the Executive Board for future Council efforts to promote diversity.  We look forward to receiving their report.
  The PDA (Jon Miller, Chair; Kim Oller, Mary Louise Edwards, Cheryl Scott, and Kim Wilcox) have an ambitious agenda.  Working with Morgan Downey, our Washington consultant, the PDA is coordinating an advocacy program targeting several institutes at NIH.  Cheryl Scott is taking the lead in monitoring legislation affecting practice.  A special thanks to Jon Miller for responding on behalf of the CAPCSD to the request by NIH for comments on the Recommendations for change at NIH’s Center for Scientific Review.  Jon is also serving as liaison for the Council on the executive board of the newly formed Council for Research in Communication Sciences and Disorders.
  As a part of the discussion related to the long-range plan, the Board discussed changes in the membership of the Council, changes in health care and higher education environment, and other issues that might impact on the Council and its overall operation.  Consideration was given to whether or not the mission and goals of the Council might be better served by new models of governance and/or operational policies/procedures.  It was agreed that at a minimum, this issue needed careful study.  An ad hoc committee comprised of Board members McNiece, Carney, Talbott, and Wilcox was charged to study the overall mission, purposes, goals, operating procedures, governance structure, and any other policy or procedure affecting the ability of the organization to meet its stated mission and goals.  The committee is to develop an implementation proposal for presentation to the EB by November.  If you have suggestions related to improving the governance and decision making processes of the Council, please email your suggestions to any of the committee members.
